What is localization?
Localization describes the subsequent process of translating an internationalized theme.
Localization files
POT (Portable Object Template) files: This file contains the original strings (in English) in your theme.
The first line is a comment which normally is the file and line number of the string. The msgid line is the original string and msgstr section is where the translation comes in.
PO (Portable Object) files: Every translator takes the POT file and translates the msgstr sections in their own language. The result is a PO file with the same format as a POT, but with translations and language specific headers. There is one po file per language for a theme.
MO (Machine Object) files: From every translated PO file a MO file is built. These are machine-readable, binary files that the gettext functions actually use (they don’t care about .POT or .PO files), and are a “compiled” version of the PO file. There are a few different ways to convert po to mo files.

O php-gettext é uma biblioteca em PHP que emula as funcionalidades do gettext, que por sua vez é uma poderosa biblioteca para suporte de múltiplos idiomas em qualquer sistema (inclusive o sistema operacional). O gettext é utilizado pela maioria dos programas GNU e do Linux e por isso é o preferido da galera também em muitos sistemas PHP.

c) ERRADO. A extensão Intl é utilizada para melhorar o suporte à internacionalização, como a ordenação de informações de forma adequada. Util.Locale é composto de duas informações básicas: idioma e/ou país
