Subways: The New Urban Status Symbol

It seems like everywhere you turn these days, a new
high-speed train is whisking more passengers across longer
distances faster than ever before. A [NOUN] to Paris from
London is quicker than flying; Japanese bullet trains traverse the
320 miles from Tokyo to Osaka in two and a half hours; and
magnetic levitating trains in Shanghai cut through the city at 268
miles per hour. But while high-speed trains may grab all the
glamour, the more mundane business of subway construction is
what's driving the biggest growth for transportation companies.
Indeed, the world is seeing an unprecedented boom in new
subways and expansion to existing systems. Thanks to surging
economic growth and urban populations, demand for subways is
soaring in China and India. Lots of other places around the
world also are building new lines, from Dubai to Santo Domingo,
capital of the Dominican Republic. And many European and
American cities ? including even such improbable locales as Los
Angeles and Phoenix ? have caught the transit bug.

Problem-Solving and Prestige

Some cities build out of necessity. Rising prosperity
prompted Dubai residents to buy so many cars that they realized
they could [ADVERB] longer drive these cars because they
were stuck in traffic. Others are keen on the environmental
benefits of metros, which produce far less pollution and
encourage drivers to leave cars at home. Some places, mainly
in the Middle East, are looking to diversify their oil-dependent
economies. And others, to be honest, are chasing an urban
status symbol. Building a metro won't turn any old town into
Paris or London, but it does tell the world that you've arrived.

"You have in some cases a prestige issue, which is more
the case in young cities in need of an image," says Jean-Noël
Debroise, vice-president for product and strategy at Alstom
(ALSO.PA), the French transport company that has built a
quarter of the world's metros.

Rennes is an example of the new trend. The city of about
212,000 people in northwestern France was looking to raise its profile when it installed a metro in 2002. It raised the bar by
opting for a driverless system made by Siemens ? just like the
shiny new No. 14 line in Paris ? protecting passengers from the
French penchant for transit strikes. Turin, Italy, did the same to
help win its bid for the 2006 Winter Olympics; its driverless
system opened just before the games. Even the Spanish island
of Mallorca inaugurated a short metro line in April in hopes of
luring even more tourists to its capital, Palma. Alas, it closed
indefinitely in September due to flooding, amid charges of
mismanagement.

A Boon for Transit Builders

The world's three largest metro manufacturers, Montrealbased
Bombardier (BBDB.TO), Alstom, and Munich-based
Siemens (SI) report high demand for mass transit, including
tramways and light-rail systems that run both under and
[PREPOSITION] ground. The global subway market was worth
9.3 billion dollars in 2005 and is projected to grow at a rate of
2.7% per year until 2015, according to a 2007 study by the
European Railway Industry Assn. Subway lines [TO BUILD] or
extended in 20 European cities and five Middle Eastern ones,
and dozens of towns are constructing light-rail systems, reports
the Brussels-based International Association of Public
Transport.

The size of a city determines its need for a metro system.
Cities of a few million people ? or those anticipating huge
population growth ? really can't do without a mass transit
system. But cities of one or two million inhabitants can choose
between a subway and a surface tramway, which costs far less
but also runs more slowly. [CONJUNCTION] funding is an issue,
cities usually will spring for a subway, says Debroise. "The
tramway has a very old image of the 19th century, with horses in
the streets," he says.

these gadgets are faced with problems mammals face, too,
such as efficiently dissipating heat.

The recent example of Apple's first-generation iPod nanos
causing fires in Japan raises the question of whether
increasingly innovative product designs are impinging on
safety. The nano incident illustrates how risk can increase as
devices decrease in size, says Roger Kay, an analyst at
EndpointTechnologies.

"As [gadgets] get smaller, the tradeoffs become more difficult,
the balance becomes more critical and there's less room for
error," Kay said. "I'm not surprised it's happening to the nano
because that's the small one. You're asking it to do a lot in a
very, very small package and that's pushing the envelope.”

There's no question that industrial designers' jobs have
become much more difficult as the industry demands ever
more powerful and smaller gadgets. With paper-thin
subnotebooks, ultrasmall MP3 players, and pinkie finger-
sized Bluetooth headsets becoming increasingly popular, it's
questionable where exactly designers draw the line between
innovation and safety.

basis for $50 per year.
While a free, antivirus solution that ships withWindows would
be a boon for the average user, it could also mean trouble for
third-party software solutions. Given that a bundled solution
could raise antitrust concerns -and would no doubt see
competitors likeMcAfee and Grisoft reaching for the lawyers-
Microsoftwill be offeringMorro as a separate download.
Assuming Morro can deliver decent security it should be a
welcome free addition to Windows, but we don't suggest
throwing away your third-party software just yet. Antivirus
software suites will likely continue to hold an edge over Morro

          As Information Systems (IS) development becomes more  a function of purchasing packages or assembling components,  with less emphasis on programming, student enrollment in IS  courses at universities continues to decline.
          Sometimes it looks like the IT revolution has moved on  and left many IS researchers [ADVERB].
          For example, according to Nokia, the next generation of computers will be in your pocket. About 1.3 billion mobile phones are sold each year, compared to only 300 million personal computers. An increasing number of these phones come with full-blown operating systems that let users access,   organize, and use much more information than older handhelds. The mobile software market may soon exceed the current  software market for computers, and a wide variety of information  systems will rise on top of all the new software. However, only a relatively small percentage of IS research focuses on the mobile  revolution.
         Actually, many IS programs in business colleges seem  impervious to the wake-up call that information schools provide. Rather, they continue to offer curricula that reflect the past rather  than look toward the future. Little wonder that students, whose degrees are based on a very limited number of traditional courses in one area of study, often fail to meet their employers'  expectations. With little integration across disciplines to prepare  students for the complex problems they will face, organizations
find it necessary to further educate those whom they hire or go  abroad to seek appropriate employees with a wider range of  skills and knowledge.

       Like most young people of my generation, I started using drugs as an adolescent. By the time I was 16, I was taking cannabis, hallucinogens and injecting drugs. Soon, my addiction led me to drug trafficking. Between 1985 and 1993, I was imprisoned in the city of São Paulo, Brazil, where I was diagnosed HIV-positive.
       Initially, I was shocked. But I didn't really know what HIV or AIDS were, which is why I continued using drugs and sharing needles with other inmates. We received no guidance or preventive care.
In prison, AIDS first manifested itself through tuberculosis, an illness I suffered from three times. Although I was eventually given anti-retroviral medicines, I continued taking drugs and only restarted the treatment in earnest after abandoning drugs for good in 1999.
       At that time, I was a member of a support group in my hometown, the coastal city of São Vicente, and was close to other HIV-positive people. We soon decided to establish the Hipupiara NGO to promote a sense of unity among people living with HIV and to improve their quality of life.
       Unfortunately, I suffered a lot of prejudice for being HIV-positive, including from members of my family. I was also denied jobs. Then, in 2001, I started working as a fisherman, a job I retired from in 2005, at 50, due to poor health.
       Today, I am free of drugs and am sticking to the treatment. I work as a volunteer for Hipupiara, contacting drug users in the city and referring them to treatment and assistance services.
       Thanks to all the information I have accumulated about HIV/AIDS, I can now face and beat prejudice. People infected with HIV and drug users should not close up or avoid talking about their problems; we should help each other so that we can all lead a better life.

Easier – Recycle means to process old, used items in order that the material can be used to make new products. Examples of things that are often recycled are glass, plastic, newspapers, aluminum cans, used motor oil, and batteries. Here, reduce refers to lessening the amount of items or resources that are consumed, using only the amount that is needed, and looking for alternatives that will lessen our use. And reuse means extending the 'life' or repurposing an item rather than discarding or throwing it away. Harder – Recycling is the processes of collecting, processing, remanufacturing, and reusing materials instead of discarding them. This helps conserve raw materials and energy that manufacturers would otherwise use in producing new products. Recycling also reduces the amount of material going into landfills. Recycling helps lessen the pollution that may result from waste disposal. Reducing our consumption of materials and reducing the waste of materials also adds to the conservation of our resources.       "There was a lengthy pursuit, over seven hours," Davies said. The pirates hurled weapons into the dark seas as the Canadian and U.S. warships closed in. The ships are part of NATais anti-piracy mission.

      "The skiff abandoned the scene and tried to escape to Somali territory," Fernandes said. "It was heading toward Bossaso but we managed to track them. Warning shots have been made after several attempts to stop the vessel."

      Both ships deployed helicopters, and naval officers hailed the pirates over loudspeakers and finally fired warning shots to stop them, Fernandes said, but not before the pirates had dumped most of their weapons overboard. NATO forces boarded the skiff, where they found a rocketpropelled grenade, and interrogated, disarmed and released the pirates.

      The pirates cannot be prosecuted under Canadian law because they did not attack Canadian citizens or interests and the crime was not committed on Canadian territory.

      "When a ship is part of NATO, the detention of a person is a matter for the national authorities," Fernandes said. "It stops being a NATO issue and starts being a national issue." 

      The pirates' release underscores the difficulties navies have in fighting rampant piracy off the coast of lawless Somalia. Most of the time, foreign navies simply disarm and release the pirates they catch due to legal complications and logistical difficulties in transporting pirates and witnesses to court.

      Pirates have attacked more than 80 boats this year alone, four times the number assaulted in 2003, according to the Kuala Lumpur-based International Maritime Bureau. They must understand the fact that international human rights standards concerning their work were developed to provide invaluable guidance for the performance of their crucial functions in a democratic society. However, police officers in the line of duty should know not only what the rules are, but also how to do their job effectively within the confines of those rules.

Most people have heard the argument that respect for human rights is somehow opposed to effective law enforcement. And effective law enforcement means to capture the criminal. And to secure his conviction, it is necessary to “bend the rules” a little. In this way of thinking, law enforcement is a war against crime, and human rights are merely obstacles thrown in the path of the police by lawyers and NGOs.
