 surpassed that of the traditional fixed telephone system,
 because the cell phone actually fulfills the function of
 25 taking communication to all levels of the population. Its
 widespread network has opened gateways to regions that
 formerly had not been benefited by the implementation of
 28 a fixed telephone system, such as, for example, many rural
 areas that are now mobile telephone customers.
              The responsibility that cellular telephony carries
 31 as an instrument for transforming people's lives tends to
 increase enormously in the short term. In Brazil, third
 generation CDMA 3G EVDO service is already offered and
 34 is able to provide handheld resources, similar to CD, DVD
 and TV, anywhere and at any time, based on Qualcomm's
 cutting edge CDMA technology.

and public expenditure. An outcome of these pressures was a steady
rise in the rate of inflation, which reached monthly rates of 50% by the

                    Tais frases são conflitantes e não significam o mesmo e portanto a questão está errada.

WASHINGTON — Getting blood or other perishable supplies to an area that’s been struck by an earthquake or hurricane isn’t as simple as asking what brown can do for you. But a new model quickly determines the best routes and means for delivering humanitarian aid, even in situations where bridges are out or airport tarmacs are clogged with planes.
The research, presented February 18 at the annual meeting of the American Association for the Advancement of Science, could help get supplies to areas which have experienced natural disasters or help prepare for efficient distribution of vaccines when the flu hits.
Efficient supply chains have long been a goal of manufacturers, but transport in fragile networks — where supply, demand and delivery routes may be in extremely rapid flux — requires a different approach, said Anna Nagurney of the University of Massachusetts Amherst, who presented the new work. Rather than considering the shortest path from one place to another to maximize profit, her system aims for the cleanest path at minimum cost, while capturing factors such as the perishability of the product and the uncertainty of supply routes. ‘You don’t know where demand is, so it’s tricky,’ said Nagurney. ‘It’s a multicriteria decision-making problem.’
By calculating the total cost associated with each link in a network, accounting for congestion and incorporating penalties for time and products that are lost, the computer model calculates the best supply chain in situations where standard routes may be disrupted.
‘Mathematical tools are essential to develop formal means to predict, and to respond to, such critical perturbations,’ said Iain Couzin of Princeton University, who uses similar computational tools to study collective animal behavior. ‘This is particularly important where response must be rapid and effective, such as during disaster scenarios … or during epidemics or breaches of national security.

            Paulo César Nóbrega is one of 40 milion people living with HIV/AIDS. This is story:
       Like most young people of my generation, I started using drugs as an adolescent. By the time I was 16, I was taking cannabis, hallucinogens and injecting drugs. Soon, my addiction led me to drug trafficking. Between 1985 and 1993, I was imprisoned in the city of São Paulo, Brazil, where I was diagnosed HIV-positive.
       Initially, I was shocked. But I didn't really know what HIV or AIDS were, which is why I continued using drugs and sharing needles with other inmates. We received no guidance or preventive care.
In prison, AIDS first manifested itself through tuberculosis, an illness I suffered from three times. Although I was eventually given anti-retroviral medicines, I continued taking drugs and only restarted the treatment in earnest after abandoning drugs for good in 1999.
       At that time, I was a member of a support group in my hometown, the coastal city of São Vicente, and was close to other HIV-positive people. We soon decided to establish the Hipupiara NGO to promote a sense of unity among people living with HIV and to improve their quality of life.
       Unfortunately, I suffered a lot of prejudice for being HIV-positive, including from members of my family. I was also denied jobs. Then, in 2001, I started working as a fisherman, a job I retired from in 2005, at 50, due to poor health.
       Today, I am free of drugs and am sticking to the treatment. I work as a volunteer for Hipupiara, contacting drug users in the city and referring them to treatment and assistance services.
       Thanks to all the information I have accumulated about HIV/AIDS, I can now face and beat prejudice. People infected with HIV and drug users should not close up or avoid talking about their problems; we should help each other so that we can all lead a better life.

                                                  Pros and Cons of Nuclear Power

Sergei Supinsky: This storage facility near the site of the Chernobyl Nuclear Power Plant currently houses nuclear waste. What's nuclear power's biggest advantage? It doesn't depend on fossil fuels and isn't affected by fluctuating oil and gas prices. Coal and natural gas power plants emit carbon dioxide into the atmosphere, which contributes to climate change. With nuclear power plants, CO2 emissions are minimal. According to the Nuclear Energy Institute, the power produced by the world's nuclear plants would normally produce 2 billion metric tons of CO2 per year if they depended on fossil fuels. In fact, a properly functioning nuclear power plant actually releases less radioactivity into the atmosphere than a coal-fired power plant. Plus, all this comes with a far lighter fuel requirement. Nuclear fission produces roughly a million times more energy per unit weight than fossil fuel alternatives. And then there are the negatives. Historically, mining and purifying uranium hasn't been a very clean process. Even transporting nuclear fuel to and from plants poses a contamination risk. And once the fuel is spent, you can't just throw it in the city dump. It's still radioactive and potentially deadly. On average, a nuclear power plant annually generates 20 metric tons of used nuclear fuel, classified as high-level radioactive waste. When you take into account every nuclear plant on Earth, the combined total climbs to roughly 2,000 metric tons a year. All of this waste emits radiation and heat, meaning that it will eventually corrode any container that holds it. It can also prove lethal to nearby life forms. As if this weren't bad enough, nuclear power plants produce a great deal of low-level radioactive waste in the form of radiated parts and equipment. Over time, spent nuclear fuel decays to safe radioactive levels, but this process takes tens of thousands of years. Even low-level radioactive waste requires centuries to reach acceptable levels. Currently, the nuclear industry lets waste cool for years before mixing it with glass and storing it in massive cooled, concrete structures. This waste has to be maintained, monitored and guarded to prevent the materials from falling into the wrong hands.           It’s not nice to tell people “I told you so.” But if anybody has the right to say that, it’s Nina E. Olson, the national taxpayer advocate.
          Olson recently submitted her annual report to Congress and top on her list of things that need to be fixed is the complexity of the tax
code, which she called the most serious problem facing taxpayers.
          Let’s just look at the most recent evidence of complexity run amok. The Internal Revenue Service had to delay the tax-filing season so it
could update forms and its programming to accommodate recent changes made under the American Taxpayer Relief Act. The IRS won’t start
processing individual income tax returns until Jan. 30. Yet one thing remains unchanged − the April 15 tax deadline.
          Because of the new tax laws, the IRS also had to release updated income-tax withholding tables for 2013. These replace the tables
issued Dec. 31. Yes, let’s just keep making more work for the agency that is already overburdened. Not to mention the extra work for
employers, who have to use the revised information to correct the amount of Social Security tax withheld in 2013. And they have to make that
correction in order to withhold a larger Social Security tax of 6.2 percent on wages, following the expiration of the payroll tax cut in effect for
2011 and 2012.
          Oh, and there was the near miss with the alternative minimum tax that could have delayed the tax filing season to late March. The AMT
was created to target high-income taxpayers who were claiming so many deductions that they owed little or no income tax. Olson and many
others have complained for years that the AMT wasn’t indexed for inflation.
          “Many middle- and upper-middle-class taxpayers pay the AMT, while most wealthy taxpayers do not, and thousands of millionaires pay
..A..  income tax at all,” Olson said.
          As part of the recent “fiscal cliff” deal, the AMT is now fixed, a move that the IRS was anticipating. It had already decided to program its
systems on the assumption that an AMT patch would be passed, Olson said. Had the agency not taken the risk, the time it would have taken to
update the systems “would have brought about the most chaotic filing season in memory,” she said in her report.
          The tax code contains almost 4 million words. Since 2001, there have been about 4,680 changes, or an average of more than one
change a day. What else troubles Olson? Here’s what:
          − Nearly 60 percent of taxpayers hire paid preparers, and another 30 percent rely on commercial software to prepare their returns.
          − Many taxpayers don’t really know how their taxes are computed and what rate of tax they pay.
          − The complex code makes tax fraud  ..B.. to detect.
          − Because the code is so complicated, it creates an impression that many taxpayers are not paying their fair share. This reduces trust
              in the system and perhaps leads some people to cheat. Who wants to be the sucker in this game? So someone might not declare
              all of his income, rationalizing that millionaires get to use the convoluted code to greatly reduce their tax liability.
          − In fiscal year 2012, the IRS received around 125 million calls. But the agency answered only about two out of three calls from
people trying to reach a live person, and those taxpayers had to wait, on average, about 17 minutes to get through.
          “I hope 2013 brings about fundamental tax simplification,” Olson pleaded in her report. She urged Congress to reassess the need for
the tax breaks we know as income exclusions, exemptions, deductions and credits. It’s all these tax advantage breaks that complicate the
code. If done right, and without reducing revenue, tax rates could be substantially lowered in exchange for ending tax breaks, she said.

       Today at Facebook’s press event, Mark Zuckerberg, CEO of Facebook, announced its latest product, called Graph Search.
       Zuckerberg made it very clear that this is not web search, but completely different.
       He explained the difference between web search and Graph Search. “Web search is designed to take any open-ended query and give
you links that might have answers.” Linking things together based on things that you’re interested in is a “very hard technical problem,”
according to Zuckerberg.
       Graph Search is designed to take a precise query and give you an answer, rather than links that might provide the answer.” For
example, you could ask Graph Search “Who are my friends that live in San Francisco?”
       Zuckerberg says that Graph Search is in “very early beta.” People, photos, places and interests are the focus for the first iteration of the
product.
       Facebook Graph Search is completely personalized. Tom Stocky of the search team explains he gets unique results for a search of
“friends who like Star Wars and Harry Potter.” Then, “If anyone else does this search they get a completely different set of results.  ...C...
someone had the same set of friends as me, the results would be different [because we have different relationships with our friends].”
       You can also use Graph Search for recruiting. Stocky says if he was looking for people to join the team at Facebook, he could search
for NASA Ames employees who are friends with people at Facebook. “If I wanted to reach out and recruit them, I could see who their friends
are at Facebook. To refine them I can look for people who wrote they are “founders.”
       Photos is another big part of Graph Search. Results are sorted by engagement so you see the ones with the most likes and comments
at the top. For example, Lars Rasmussen, Facebook engineer, searched for “photos of my friends taken at National Parks.” He got a gorgeous
page of photos from Yosemite, Machu Pichu, and other parks.

NASA Researchers Studying Advanced Nuclear Rocket Technologies

January 9, 2013

By using an innovative test facility at NASA’s Marshall Space Flight Center in Huntsville, Ala., researchers are able to use non-nuclear materials to simulate nuclear thermal rocket fuels - ones capable of propelling bold new exploration missions to the Red Planet and beyond. The Nuclear Cryogenic Propulsion Stage team is tackling a three-year project to demonstrate the viability of nuclear propulsion system technologies. A nuclear rocket engine uses a nuclear reactor to heat hydrogen to very high temperatures, which expands through a nozzle to generate thrust. Nuclear rocket engines generate higher thrust and are more than twice as efficient as conventional chemical rocket engines.

The team recently used Marshall’s Nuclear Thermal Rocket Element Environmental Simulator, or NTREES, to perform realistic, non-nuclear testing of various materials for nuclear thermal rocket fuel elements. In an actual reactor, the fuel elements would contain uranium, but no radioactive materials are used during the NTREES tests. Among the fuel options are a graphite composite and a “cermet” composite - a blend of ceramics and metals. Both materials were investigated in previous NASA and U.S. Department of Energy research efforts.

Nuclear-powered rocket concepts are not new; the United States conducted studies and significant ground testing from 1955 to 1973 to determine the viability of nuclear propulsion systems, but ceased testing when plans for a crewed Mars mission were deferred.

The NTREES facility is designed to test fuel elements and materials in hot flowing hydrogen, reaching pressures up to 1,000 pounds per square inch and temperatures of nearly 5,000 degrees Fahrenheit - conditions that simulate space-based nuclear propulsion systems to provide baseline data critical to the research team.

“This is vital testing, helping us reduce risks and costs associated with advanced propulsion technologies and ensuring excellent performance and results as we progress toward further system development and testing,” said Mike Houts, project manager for nuclear systems at Marshall.

A first-generation nuclear cryogenic propulsion system could propel human explorers to Mars more efficiently than conventional spacecraft, reducing crews’ exposure to harmful space radiation and other effects of long-term space missions. It could also transport heavy cargo and science payloads. Further development and use of a first-generation nuclear system could also provide the foundation for developing extremely advanced propulsion technologies and systems in the future - ones that could take human crews even farther into the solar system.

Building on previous, successful research and using the NTREES facility, NASA can safely and thoroughly test simulated nuclear fuel elements of various sizes, providing important test data to support the design of a future Nuclear Cryogenic Propulsion Stage. A nuclear cryogenic upper stage - its liquid- hydrogen propellant chilled to super-cold temperatures for launch - would be designed to be safe during all mission phases and would not be started until the spacecraft had reached a safe orbit and was ready to begin its journey to a distant destination. Prior to startup in a safe orbit, the nuclear system would be cold, with no fission products generated from nuclear operations, and with radiation below significant levels.

“The information we gain using this test facility will permit engineers to design rugged, efficient fuel elements and nuclear propulsion systems,” said NASA researcher Bill Emrich, who manages the NTREES facility at Marshall. “It’s our hope that it will enable us to develop a reliable, cost-effective nuclear rocket engine in the not-too-distant future."

The Nuclear Cryogenic Propulsion Stage project is part of the Advanced Exploration Systems program, which is managed by NASA’s Human Exploration and Operations Mission Directorate and includes participation by the U.S. Department of Energy. The program, which focuses on crew safety and mission operations in deep space, seeks to pioneer new approaches for rapidly developing prototype systems, demonstrating key capabilities and validating operational concepts for future vehicle development and human missions beyond Earth orbit.

Marshall researchers are partnering on the project with NASA’s Glenn Research Center in Cleveland, Ohio; NASA’s Johnson Space Center in Houston; Idaho National Laboratory in Idaho Falls; Los Alamos National Laboratory in Los Alamos, N.M.; and Oak Ridge National Laboratory in Oak Ridge, Tenn.

The Marshall Center leads development of the Space Launch System for NASA. The Science & Technology Office at Marshall strives to apply advanced concepts and capabilities to the research, development and management of a broad spectrum of NASA programs, projects and activities that fall at the very intersection of science and exploration, where every discovery and achievement furthers scientific knowledge and understanding, and supports the agency’s ambitious mission to expand humanity’s reach across the solar system.        Brazilian municipalities are turning to drones as they prepare to implement a tough new law designed to save the Amazon from total deforestation.

     “With the acquisition of a drone, we would have a better result, we would have a panoramic view of how this process of recuperation is progressing," said Gercilene Meira, a specialist with the state   environmental secretariat in the municipality of Alta Floresta, in Mato Grosso state. “We have done some tests using balloons but it was not sufficient."
      Passed in 2012, Brazil's forest code was hailed as a breakthrough in the country's efforts to protect the Amazon while maintaining its emergence as an agricultural power. It is already one of ...........2 ............. exporters of sugar, coffee, soya beans and beef.
      The law requires farmers in the Amazon to preserve up to 80 per cent of the forest on their land as well as protect springs and rivers. Those who violated previous restrictions on deforestation are required
to recuperate parts of the lost vegetation on their lands.
      The need for the new law was highlighted last year, when deforestation of the Amazon increased for the first time in several years.

Are social networking sites addictive?

1With the increasing popularity of wireless devices like smartphones — devices that can move lots of data very quickly — users have access to their social networks 24 hours a day. Most social networking sites have developed applications for your mobile phone, so logging on is always convenient. Social networks also tap into our human desire to stay connected with others. Besides, the rush of nostalgia as you connect with your former grade-school classmate on Facebook can be quite heady and exciting.

2But what's the main reason we find these sites so addictive? Plain old narcissism. We broadcast our personalities online whenever we publish a thought, photo, YouTube video or answer one of those “25 Things About Me" memes. We put that information out there so people will respond and connect to us. And being part of a social network is sort of like having your own entourage that follows you everywhere, commenting on and applauding everything you do. It's very seductive.

3In 2008, researchers at the University of Georgia studied the correlation between narcissism and Facebook users. Unsurprisingly, they found that the more “friends" and wall posts a user had, the more narcissistic he or she was. They noted that narcissistic people use Facebook in a selfpromoting way, rather than in a connective way. It may be an obvious theory, but it also suggests that social networks bring out the narcissist in all of us.

4Social networks are also a voyeuristic experience for many users. Following exchanges on Twitter or posts on Facebook and MySpace are akin to eavesdropping on someone else's conversation. It's entertaining and allows you to feel like a “fly on the wall" in someone else's life.

5Social networking sites also publicly list your “friends" or “followers" — giving you instant status. How many people do you know online who spend all their time trying to get more friends, more followers, more testimonials? We work hard in real life to elevate our statuses, make friends and search out boosters for our self-esteem. Online social networking provides this to us, and we don't even have to change out of our sweatshirts to get it.

How can respecting human rights help the police?
Respect for human rights by law enforcement agencies actually enhances the effectiveness of those agencies. Where human rights are systematically respected, police officers have developed professionalism in their approaches to solving and preventing crime and maintaining public order. In this sense, respect for human rights by police is, in addition to being a moral, legal and ethical imperative, also a practical requirement for law enforcement. When the police are seen to respect, uphold and defend human rights:
• Public confidence is built and community cooperation fostered.
• Legal prosecutions are successful in court.
• Police are seen as part of the community, performing a valuable social function.
• The fair administration of justice is served, and, consequently, confidence in the system.
• An example is set for respect for the law by others in the society.
• Police are able to be closer to the community, and, therefore, in a position to prevent and solve crimes through proactive policing.
• Support is elicited from the media, from the international community, and from higher authorities.
• A contribution is made to the peaceful resolution of conflicts and complaints.
An effective police service is one that serves as the first line of defense in the protection of human rights. Its members carry out their work in a way, which does not rely upon fear and raw power but, on the contrary, is based on regard for the law, honor, and professionalism.
What role does training play in protecting human rights?
The effective training of police in human rights is an essential element in the global efforts to promote and protect human rights in every country. In order to protect human rights, the police must first know and understand them. Furthermore, police officers must be familiar with the various international guidelines and bodies of principles – such as the Code of Conduct for law enforcement officials and the principles on the use of force and firearms – and be able to use them as tools in their everyday work. They must understand the fact that international human rights standards concerning their work were developed to provide invaluable guidance for the performance of their crucial functions in a democratic society. However, police officers in the line of duty should know not only what the rules are, but also how to do their job effectively within the confines of those rules.
Doesn’t concern for human rights hinder effective police work?
Most people have heard the argument that respect for human rights is somehow opposed to effective law enforcement. And effective law enforcement means to capture the criminal. And to secure his conviction, it is necessary to “bend the rules” a little. A tendency to use overwhelming force in controlling demonstrations, physical pressure to extract information from detainees, or excessive force to secure an arrest can be observed now and then. In this way of thinking, law enforcement is a war against crime, and human rights are merely obstacles thrown in the path of the police by lawyers and NGOs. In fact, violations of human rights .... police only make the already challenging task of law enforcement _____________ . What is English as a Lingua Franca
What students need most from their language classes affects how we teach. But to what extent do we consider students' needs when it comes to pronunciation? How often do we stop to consider the needs of students who are learning English to mainly communicate with other non-native speakers? In this situation, English is used as a Lingua Franca ( henceforth ELF) - a common language between people who do not share the same native language. So their needs are quite different to students who go to the UK, for example, and want to integrate within that culture and so may want to sound as much like a native speaker as possible. The priority for students using ELF, on the other hand, is to be as intelligible as possible to the people they are communicating with. This does not necessarily mean sounding like a native speaker.

Google Doodle celebrates Franz Kafka’s 130th birthday with ‘The Metamorphosis’ tribute Google has created a ‘doodle’ in tribute to Franz Kafka on the 130th anniversary of the Germanlanguage novelist’s birth.

The doodle is based on Kafka’s 1915 novella ‘The Metamorphosis’ – considered by many to be one of the most important works of fiction of the 20th Century – and shows the character Gregor Samsa walking into a room in the guise of a large insect.

In the much-celebrated work, Samsa is a travelling salesman who transforms into an insect overnight. The rest of novella focuses on his struggle to come to terms with his new existence and the burden it places on his family.

Kafka was born into an Ashkenazi Jewish family on 3 July 1883 in Prague, which was then part of the Austro-Hungarian Empire.

He originally trained as a lawyer but began writing short stories in his spare time - eventually coming to consider it his calling – despite only a handful of his works being published during his lifetime.

Regarded as one of the 20th Century’s most influential authors, Kafka’s works are dominated by unreliable narrators who often tell dark tales of existentialist difficulties.

Kafka’s notoriously difficult relationship with his father Hermann is believed to have strongly influenced his work – with The Metamorphosis itself thought to be based upon Kafka’s own fears of insignificance and repulsiveness to his own family.

                  Life stress may lead to cognitive developmental delays in children


According to a new study, children living in harsh or unstable environments are more likely to experience learning and cognitive delays by age 4.

Researchers examined the cortisol levels and cognitive delays of 201 children from low-income families in the northeastern United States. It was found that those kids with higher levels of cortisol experienced harsh or insensitive caregiving.

"We discovered that exposure to specific forms of family adversity when children were 2 years old predicted their cortisol profile, which in turn was linked with notable differences in children´s cognitive functioning at age 4," the researchers say.

  • Explicando de uma forma mais simplória, existem dois tipos de adjetivos:

    O Comparativo

    Responsável, pelo próprio nome diz, de comparar as coisas, ele tem algumas características que ajudam a reconhece-lo, por exemplo:

    Ele normalmente termina SEMPRE com o ER, e na maioria das vezes que terminar com ER é o comparativo de superioridade.

    Tem outros como de Inferioridade:

    Less - Vai aparecer

    Igualdade:

    As.... As - Vai aparecer

    E tem o superlativo (O mais facil):

    É tudo que tiver com ST no final, PORÉM ele tem umas regrinhas, por exemplo:

    Se o adjetivo for FORTINHO a gente coloca ST no final e acabou!

    Se o adjetivo que estamos falando tiver falando for FRAQUINHO (quando falo isso quero dizer que ele tem apenas uma sílaba) tipo big, ele obrigatoriamente precisa estar acompanhado de "THE MOST" + ADJETIVO com o ST, entendeu?

    Com as eliminações dos superlativos (falsos) da alternativa já da para matar.

  • Como ele diz que Saturday ( sábado ) é melhor pra ele do que sexta, utiliza-se ''better'' que é a terminação em -r pra comparativo. Só com isso ja mata a questão.

STEPHEN HAWKING


    Stephen Hawking, one of the most famous scientists of the 21st century, died on March 14th, 2018. But his ideas on gravity, black holes and the Big Bang are the greatest legacy he left to the world.


Early Life and College

    On January 8th, 1942, Stephen Hawking was born to a successful family in Oxford, England. He was not the best student at fundamental or high school, but he was very smart. His dad wanted him to become a medical doctor, but Stephen really wanted to study math.

    Despite his poor grades at school, Stephen aced his exams for college. He was admitted to Oxford University, but they didn't have math as a major. So, he decided to study physics and chemistry instead.

    Stephen became a member of a rowing team when he was in college. After he graduated, he decided to continue his education and went to graduate school.


Graduate School, Marriage and Health Problems

    While in graduate school, he had some health problems. He began tripping for no reason, and his speech became hard to understand. His family encouraged him to go to the doctor. Stephen was diagnosed with a disease called ALS, or Lou Gehrig's disease, which affects the brain and spine. He was only twenty one, and the doctors initially gave him only a few years to live. Luckily, his condition progressed more slowly than is often the case.

    During this time, Stephen had a relationship with a woman named Jane. He said she and his work were his inspiration for living. Stephen earned his Ph.D. degree in 1965. He started to get worse, and eventually became confined to a wheelchair. Nonetheless, he and Jane married in 1965 and were able to have three children.

    He studied how space and time are related, including scientific studies of black holes in space and how they work in the universe. He also had a lot of success in his work as a college professor.


A New Voice

    In 1985, Stephen got really sick and doctors were able to save him, but he was unable to speak. He could only use his eyebrows to communicate. Eventually, he was able to use a special voice synthesizer, allowing him to talk by moving his cheek muscles and using a mouse pad.


Famous Works and Prizes

    His most notorious theory is that black holes can emit radiation; also known as Hawking radiation. He received numerous awards but never won the Nobel Prize.

    Stephen always enjoyed writing books. His best seller, “A Brief History in Time” made terms like the Big Bang and black holes easy to understand. Other famous Stephen Hawking books include: “A Briefer History in Time", “On the Shoulders of Giants” and "The Universe in a Nutshell". He also wrote many books for children along with his daughter Lucy. His famous books for children include "George’s Cosmic Treasure Hunt" and “George and the Big Bang”.

    His last work, submitted only two weeks before his death, reveals the universe will come to an end when stars run out of energy. However, his theory suggests that scientists will be able to find parallel universes using probes on spaceships.

Cow Threat


Cows are walking machines. They transform materials (grass, hay, water, and feed) into finished products (milk, beef, leather, and so on).

As any factory, cows produce waste. Solid waste is eliminated through the rear end of these ‘complex machines’, and it is used as fertilizer.

The fermentation process in their four stomachs produces gas. These walking machines have two chimneys: one in the front end, and other in the rear end. Gaseous emissions through the front end chimney are called burps. Cows burp a lot. Every minute and half these burps release methane gas. Methane is dangerous to the planet because it contributes to the greenhouse effect.

The world population is growing very fast. That means there are more people eating beef. Consequently, there is more cattle – more walking machines – producing more methane gas.

This is the problem, but very few people want to change their eating habits. What about you?

New Public Management Model

        The new public management model, which emerged in the 1980s, represented an attempt to make the public sector more business-like as well as to improve the efficiency of the Government, borrowed ideas and management models from the private sector. It emphasized the centrality of citizens who were the recipient of the services or customers to the public sector.

        New public management system also proposed a more decentralized control of resources. It explored other service delivery models so as to achieve better results, including a quasi-market structure where public and private service providers competed with each other in an attempt to provide better and faster services.

        The Core Themes for the New Public Management were:

1. A strong focus on financial control, value for money and increasing public sector efficiency;

2. A command and control mode of functioning, identifying and setting targets and continuous monitoring of public sector performance;

6. Introducing new forms of corporate governance, introducing a board model of functioning and concentrating the power to the strategic core of the organization.

               Fire Devastates Brazil's Oldest Science Museum

The overnight inferno likely claimed fossils, cultural artifacts, and more irreplaceable collections amassed over 200 years.

Major pieces of Brazil's scientific and cultural heritage went up in smoke on September 2, as a devastating fire ripped through much of Rio de Janeiro's Museu Nacional, or National Museum. Founded in 1818, the museum is Brazil's oldest scientific institution and one of the largest and most renowned museums in Latin America, amassing a collection of some 20 million scientifically and culturally invaluable artifacts.

The Museu Nacional's holdings include Luzia, an 11,500-year-old skull considered one of South America's oldest human fossils, as well as the bones of uniquely Brazilian creatures such as the long-necked dinosaur Maxakalisaurus. Because of the auction tastes of Brazil's 19th-century emperors, the Museu Nacional also ended up with Latin America's oldest collection of Egyptian mummies and artifacts.

Even the building holds historical importance: It housed the exiled Portuguese royal family from 1808 to 1821, after they fled to Rio de Janeiro in 1807 to escape Napoleon. The complex also served as the palace for Brazil's post-independence emperors until 1889, before the museum collections were transferred there in 1902. In an September 5 email, Museu Nacional curator Débora Pires wrote that the entomology and arachnology collections were completely destroyed, as was most of the mollusk collection. However, technicians had braved the fire to save 80 percent of the mollusk holotypes—the specimens that formally serve as the global references for a given species. The museum's vertebrate specimens, herbarium, and library were housed separately and survived the fire.

An Irreplaceable Loss

It's not yet clear how the fire started, but it did begin after the museum was closed to the public, and no injuries have yet been reported. Firefighters worked through the night to douse the burnt-out shell of the main building, but it seems the blaze has already seared a gaping hole in many scientists' careers.

“The importance of the collections that were lost couldn't be overstated,” says Luiz Rocha, a Brazilian ichthyologist now at the California Academy of Sciences who has visited the Museu Nacional several times to study its collections. “They were unique as it gets: Many of them were irreplaceable, there's no way to put a monetary value on it.”

“In terms of [my] life-long research agenda, I'm pretty much lost,” says Marcus Guidoti, a Brazilian entomologist finishing up his Ph.D. in a program co-run by Brazil's Federal University of Rio Grande do Sul.

Guidoti studies lace bugs, an insect family with more than 2,000 species worldwide. The Museu Nacional held one of the world's largest lace bug collections, but the fire likely destroyed it and the rest of the museum's five million arthropod specimens. “Those type specimens can't be replaced, and they are crucial to understand the species,” he says by text message. “If I was willing to keep working on this family in this region of the globe, this was definitely a big hit.”

Paleontologist Dimila Mothé, a postdoctoral researcher at the Federal University of the State of Rio de Janeiro, adds that the blows to science extend beyond the collections themselves. “It's not only the cultural history, the natural history, but all the theses and research developed there,” she says. “Most of the laboratories there were lost, too, and the research of several professors. I'm not sure you can say the impact of what was lost.”

Brazil’s indigenous knowledge also has suffered. The Museu Nacional housed world-renowned collections of indigenous objects, as well as many audio recordings of indigenous languages from all over Brazil. Some of these recordings, now lost, were of languages that are no longer spoken.

“I have no words to say how horrible this is,” says Brazilian anthropologist Mariana Françozo, an expert on South American indigenous objects at Leiden University. “The indigenous collections are a tremendous loss … we can no longer study them, we can no longer understand what our ancestors did. It’s heartbreaking.” 

On Monday, The Brazilian publication G1 Rio reported that ashes of burned documents—some still flecked in notes or illustrations—have rained down from the sky more than a mile away from the Museu Nacional, thrown aloft by the inferno.

With less than 100 days before the Olympic Games come to South Amarica for the first time, Rio de Janeiro faces more than the usual challenges that bedevil host cities, like delayed stadium construction and transportation concerns. (Rio has those, too.) The mood here, however, is hardly one of panic. Officials in charge of executing the Summer Games say they feel insulated from Brazil's turmoil at this late stage. The Olympics, after all, tend to exist in their own bubble, elaborately coordinated to ensure that the multibillion-dollar operation goes off smoothly. "The machine is in place, and it's relatively stable," Ricardo Leyser, Brazil's sports minister, said in an interview this week. "My biggest concern isn't any individual issue. lt's the small demands that all come at once."

Local organizers are beginning to lay colorful comforters patterned with the silhouettes of cartoon cyclists, fencers and swimmers - on the twin beds in the athletes' village. They are monitoring the growth of 14-month-old grass that will be transplanted to Maracanã, the storied soccer stadium that will also be used for the opening and closing ceremonies. They are pulling trash from Guanabara Bay, where the Games' sailing events will be held; mopping up standing water to minimize mosquito breeding; and ramping up a round-the-clock security operation - all while publicly expressing little worry about the unrest encircling them.

On Wednesday, with the handoff of the Olympic flame in Greece and the start of a journey that in little more than a week will bring it to Brazil, the official countdown to the Aug. 5 opening ceremony began. 

ln Rio, the race to be ready is intensifying, with construction workers here still laboring on mass transit projects that were key promises seven years ago in the city's bid to host the Games. Costing several billion dollars, those projects include a new subway line and express bus lanes that connect the Olympic Park in Barra da Tijuca to the rest of the city, which is expected to swell with more than half a million visitors.

As the value ofthe Brazilian real has drastically declined overthe last year, some have expressed doubt that the transit projects will materialize beyond the sleek, modernist weather shelters that have been built at various stations. At a news conference Wednesday, the city's secretary of transportation said the new routes would be ready i n ti me but did not specify when. To the vast majority of people watching the Games on television, however, such infrastructure may not matter.

The permanent venues for competitions here are mostly complete - all but those for tennis and track cycling - and athletes from around the world have competed in dozens of test events in Rio in recent months. "lt's about the filling of the cake," Mr. Leyser said. "lt's not about the stadiums; it's about the scoreboards."

As ofthe latest counts, 62 percent ofthe 5.7 million tickets on the market had been sold - roughly half of the total tickets for the Olympics - and 24 percent of tickets available for the Paralympics had been sold. But compareci with past Olympics, the buyers of those tickets may be disproportionately international, saidAndrew Parsons, the presidentofthe Brazilian Paralympic Committee.

For some Brazilians, the country's political and economic crises have cast a shadow on the celebration. President Dilma Rousseff's ouster looks increasingly likely amid a sweeping graft scandal, and those in line to succeed her have their own controversies hanging overthem.

Questions of corruption have extended to Olympics planning, particularly after a businessman who worked on many Olympic projects in Rio was convicted of corruption and money laundering related to separata contracts. Mr. Leyser said that the questions centered on irregularities at the Deodoro event site and that no publicofficial had been accused ofwrongdoing. "lt's more an administrativa issue than a corruption scheme," he said. "lt's basically a question ofthe numbers." Mr. Leyser called the devaluation of Brazil's currency an opportunity because it increases the buying power of foreign money coming into Brazil forthe Games.

But not everyone sees the event as a boon to the country. Shirlei Alves, who lives in the Santa Marta favela of Rio, criticized the government for spending on the Olympics in the face of Brazil's problems.

"The world is just getting worse here," Ms. Alves said, noting that she was without medication and electricity. "The government is making a mistake. l'd like if they'd take a better look at the poor people and not help people who are already rich." Eduardo Paes, the mayor of Rio, said Wednesday that the city had a "comfortable financial situation" and had spent on stadium construction 1 percent ofwhat it spent on health education. "I know people are skeptical," Mr. Paes said, citing the "huge deliverables" for the Olympics. "Of course the situation here has been difficult. But there is a commitment of the Brazilian state to deliverthe Olympics."

Perhaps the most vexing issue for local organizers-the one that may stir anxiety among athletes and spectators - is the mosquito-borne Zika virus, which has been linked to birth defects and temporary paralysis. Zika is of greater concern outside Rio, in the far north part of Brazil, but the World Health Organization has declared the virus a global public health emergency and has advised pregnant women notto travei anywhere in Brazil.

"The Olympics is a pretty effective way of taking whatever disease is local and making it global," said Ashish K. Jha, director ofthe Global Health lnstitute at Harvard.

Some scientists have suggested that by the time the Olympics start in August - wintertime in Brazil, when mosquitoes are less numerous - the virus might be more prevalent in the southern United States.

"Zika's been spreading effectively on its own, but there's very good reason to think the Olympics will accelerate the spread," Dr. Jhasaid.

But the virus poses a unique problem because it isso far beyond the contrai of local organizing officials, and so many questions about it remain unanswered. Few athletes have publicly expressed concern, but it is unclear how many might withdraw as the Games draw closer.

"At this point you just keep going," David Wallechinsky, an Olympics historian, said. "You have to continue as if everything's going to be fine. These are real concerns - Zika, the water quality. But even if Dilma is forced out of office, it's not going to stop the Olympics."

The taxi, an old Rover smelling of old cigarette smoke, trundled along the empty, country road at an unhurried pace. It was early afternoon at the very end of February, a magic winter day of bitter cold, frost, and pale, cloudless skies. The sun shone, sending long shadows, but there was little warmth in it, and the ploughed fields lay hard as iron. From the chimneys of scattered farmhouses and small stone cottages, smoke rose, straight as columns, up into the still air, and flocks of sheep, heavy with wool and incipient pregnancy, gathered around feeding troughs, stuffed with hay.
Sitting in the back of the taxi, gazing through the dusty window, Penelope Keeling decided that she had never seen the familiar countryside look so beautiful.
The road curved steeply; ahead stood the wooden signpost marking the lane that led to Temple Pudley. The driver slowed and with a painful change of gear, turned, bumping downhill between high and blinding hedges. Moments later they were in the village, with its golden Cotswold stone houses, newsagent butcher, the Sudeley Arms, and the church – set back from the street behind an ancient graveyard and the dark foliage of some suitably gloomy yews. There were few people about. The children were all in school, and the bitter weather kept others indoors. Only an old man, mittened and scarved, walked his ancient dog.
“Which house is it?” the taxi driver inquired over his shoulder.
She leaned forward, ridiculously excited and expectant. “Just a little way on. Through the village. The white gates on the right. They’re open. There! Here we are.”
He turned in through the gates and the car drew up at the back of the house.
She opened the door and got out, drawing her dark blue cape around her against the cold. She opened her bag and found her key, went to unlock the door. Behind her, the taxi driver manhandled open the boot of the car and lifted out her small suitcase. She turned to take it from him, but he held on to it, somewhat concerned.

“No. Nobody. I live alone, and everybody thinks I’m still in the hospital.”
“Be all right, will you?”

Mrs. Plackett, bless her heart, had not been wasting time during the few days of Penelope’s absence. She quite liked it when Penelope went away, because then she could do things like wash the white paint of the bannisters, and boil dusters, and buff up the brass and silver.
Her bedroom door stood ajar. She went in, and the young man followed her, setting her case on the floor.
“Anything else I can do?” he asked.
“Not a thing. Now, how much do I owe you?”
He told her, looking shamefaced, as though it were an embarrassment to him. She paid him, and told him to keep the change. He thanked her, and they went back down the stairs.
But still he hung about, seeming reluctant to leave. He probably, she told herself, had some old granny, of his own, for whom he felt the same sort of responsibility.
“You’ll be all right, then?”
“I promise you. And tomorrow my friend Mrs. Plackett will come. So then I won’t be alone anymore.”
This, for some reason, reassured him. “I’ll be off then.’”

Man U isn't alone. Debt levels have also skyrocketed among rivals like liverpool, calling into question the business model of English Premier League football. Each year the three worst teams are banished to a lower league, where vital broadcasting revenues are dramatically reduced. This puts huge pressure on clubs to compete for the best players, who now regularly fetch more than $50 million a year. Unlike in the U.S., there's no system of collective bargaining to restrain wages. As a result, the total salary bill for the Premier League has risen more than 20 percent since 2008. This has created a vicious cycle of rising debt among clubs that must spend extravagantly on players to ensure increased revenue. Any team attempting to be frugal becomes more likely to end up with lower revenue. It's become a game of who can spend the most, and it probably won't end well.

While at home in Ireland my poor mother wept bitter tears at the thought of her daughter with the university education serving hamburgers to pop stars.

I had been working there about six months the night I met James. It was a Friday night, which was traditionally the night the OJs frequented our restaurant. “OJ” standing, of course, for Office Jerks.

At five o’clock every Friday, like graves disgorging their dead, offices all over the center of London liberated their staffs for the weekend so that hordes of pale, cheapsuited clerks descended on us.

It was de rigueur for us waitresses to stand around sneering disdainfully at the besuited clientele, shaking our heads in disbelieving pity at the attire, hairstyles, etc., of the poor customers.

On the night in question, James and three of his colleagues sat in my section and I attended to their needs in my normal irresponsible and slapdash fashion. I paid them almost no attention whatsoever, barely listened to them as I took their order and certainly made no eye contact with them. If I had I might have noticed that one of them (yes, James, of course) was very handsome, in a black-haired, green-eyed, five-foottenish kind of way. I should have looked beyond the suit and seen the soul of the man.

Oh, shallowness, thy name is Clare.

But I wanted to be out back with the other waitresses, drinking beer and smoking and talking about sex. Customers were an unwelcome interference.

“Can I have my stake very rare?” asked one of the men.

“Um,” I said vaguely. I was even more uninterested than usual because I had noticed a book on the table. It was a really good book, one that I had read myself.

I loved books. And I loved reading. And I loved men who read. I loved a man who knew his existentialism from his magi-realism.And I had spent the last six months working with people who could just about manage to read Stage magazine (laboriously mouthing the words silently as they did so). I suddenly realized, with a pang, how much I missed the odd bit of intelligent conversation.

Suddenly the people at this table stopped being mere irritants and took on some sort of identity for me.

“Who owns this book?” I asked abruptly, interrupting the order placing.

The table of four men were startled. I had spoken to them! I had treated them almost as if they were human!

“I do,” said James, and as my blue eyes met his green eyes across his mango daiquiri, that was it, the silvery magic dust was sprinkled on us. In that instant something wonderful happened. From the moment we really looked at each other, we both knew we had met someone special.

I maintained that we fell in love immediately.

He maintained nothing of the sort, and said that I was a romantic fool. He claimed it took at least thirty seconds longer for him to fall in love with me.

First of all he had to establish that I had read the book in question also. Because he thought that I must be some kind of not-so-bright model or singer if I was working there. You know, the same way that I had written him off as some kind of subhuman clerk. Served me right.

Flora may be able to detect the sounds of flowing water or munching insects

    Pseudoscientific claims that music helps plants grow have been made for decades, despite evidence that is shaky at best. Yet new research suggests some flora may be capable of sensing sounds, such as the gurgle of water through a pipe or the buzzing of insects.
    In a recent study, Monica Gagliano, an evolutionary biologist at the University of Western Australia, and her colleagues placed pea seedlings in pots shaped like an upside-down Y. One arm of each pot was placed in either a tray of water or a coiled plastic tube through which water flowed; the other arm had dry soil. The roots grew toward the arm of the pipe with the fluid, regardless of whether it was easily accessible or hidden inside the tubing. “They just knew the water was there, even if the only thing to detect was the sound of it flowing inside the pipe,” Gagliano says. Yet when the seedlings were given a choice between the water tube and some moistened soil, their roots favored the latter. She hypothesizes that these plants use sound waves to detect water at a distance but follow moisture gradients to home in on their target when it is closer.
    The research, reported earlier this year in Oecologia, is not the first to suggest flora can detect and interpret sounds. A 2014 study showed the rock cress Arabidopsis can distinguish between caterpillar chewing sounds and wind vibrations – the plant produced more chemical toxins after “hearing” a recording of feeding insects. “We tend to underestimate plants because their responses are usually less visible to us. But leaves turn out to be extremely sensitive vibration detectors,” says lead study author Heidi M. Appel, an environmental scientist now at the University of Toledo.

Operations management is important. It is concerned with creating the products and services upon which we all depend. And creating products and services is the very reason for any organization’s existence, whether that organization be large or small, manufacturing or service, for profit or not profit. Thankfully, most companies have now come to understand the importance of operations. This is because they have realized that effective operations management gives the potential to improve revenues and, at the same time, enables goods and services to be produced more efficiently. It is this combination of higher revenues and lower costs which is understandably important to any organization.

Operations management is also exciting. It is at the center of so many of the changes affecting the business world – changes in customer preference, changes in supply networks brought about by internet-based technologies, changes in what we want to do at work, how we want to work, and so on. There has rarely been a time when operations management was more topical or more at the heart of business and cultural shifts.

Operations management is also challenging. Promoting the creativity which will allow organizations to respond to so many changes is becoming the prime task of operations managers. The difficult journey to Olympic success


For Jessica Morgan, a young athlete New Zealand, a typical day starts early. Most mornings, she gets up 4:30 a.m., while her family is still bed, and trains before school. As an elite rower, she is one the best in her country, and she aims to compete in the next Olympic Games.


Jessica’s weekly schedule is grueling. She trains twice a day, six days a week, and competes in rowing events on the weekends. However, she’s also a normal schoolgirl, and like every other sixteen-year-old at high school, she regularly does her homework, too. Jessica’s motivation is impressive. She never hangs out with friends or takes a vacation. She isn’t only an amazing athlete – she usually gets good grades in school, too. Of course, it isn’t easy to become successful. Being the best at your sport requires hard work, determination, and the help of family and coaches. Young athletes’ relationships with their family and coaches can influence their success in the future. Jessica’s parents usually spend hours every week taking her to training and competitions, and they help her to eat a healthy diet. Her coach plans her training and enters her for competitions. But both parents and coach must offer emotional support, too – for example, when Jessica loses a competition or she gets an injury. Luckily for Jessica, she has a good relationship with both her coach and family. But in other cases, these relationships can place too much pressure on young athletes. For this reason, some of them lose their motivation to do well. For Jessica, the most important factor in her future success is her own desire to win. “I know talented young athletes who give up because they feel lonely without their friends,” she says. “But I prefer not to think negatively.” Jessica believes she is responsible for securing her future success. “It’s my decision to train every morning and go back to it again every afternoon. It’s my decision not to have a social life, and never to take a vacation.” Not everyone can cope with this kind of lifestyle. But each day Jessica moves one step closer to achieving her Olympic dream.

Coronavirus: Venice Carnival closes as Italy imposes lockdown

Italian officials have cut short the Venice Carnival as they try to control what is now the worst outbreak of the coronavirus in Europe.

        Authorities in the Veneto region said the event would end later on Sunday, two days earlier than scheduled. Italy has by far the highest number of coronavirus cases in Europe, with 152. Three people have died.Italy has imposed strict quarantine restrictions in two northern "hotspot" regions close to Milan and Venice.
        About 50,000 people cannot enter or leave several towns in Veneto and Lombardy for the next two weeks without special permission. Even outside the zone, many businesses and schools have suspended activities. and sporting events have been cancelled. The BBC's Mark Lowen described the situation just outside the zone. ln neighbouring Austria, a train from Venice was stopped at the Austrian border after it emerged that two passengers had fever symptoms. Austria's Interior Minister Karl Nehammer later confirmed to the BBC that the pair tested negative for coronavirus.
        ºAll authorities have acted quickly and with great caution in this case," said Mr Nehammer in a statement. "The reporting chain worked without delay." Elsewhere, authorities in South Korea and Iran are battling to control rising numbers of infections. South Korea has raised its coronavirus alert to the "highest level".
        The new strain of coronavirus, which originated last year in Hubei province in China, causes a respiratory disease called Covid-19. China has seen more than 76,000 infections and 2,442 deaths.

What is happening in Italy?

        Prime Minister Giuseppe Conte announced on Saturday that "extraordinary measures" would come into force to try to stem the rising number of coronavirus cases.
        He said the quarantine restrictions could last for weeks. Police, and if necessary the armed forces, will have the authority to ensure the regulations are enforced.
        Angelo Borrelli, the head of Italy's Civil Protection Department, told reporters that 11 O of the confirmed cases were in Lombardy, with 21 in Veneto with others in EmiliaRomagna and Lazio. Officials reported a third death on Sunday, an elderly woman from the town of Crema suffering from cancer. Italian officials say they are still trying to trace the source of the outbreak.
        Universities in Milan have been closed and the city's mayor, Giuseppe Sala, said schools would also close their doors while the outbreak continued. "As a precaution I think that the schools have to be closed in Milan. I will propose to the president of the region to enlarge the precaution to the entire metropolitan city area. lt is just a precautton, we don't want to create parue," he said.
        Meanwhile Giorgio Armanì's fashion show, scheduled to be held (I) Milan (li) Sunday, went ahead but without any media or buyers present. The show was livestreamed (lii) its website, lnstagram and Facebook pages.

So much so, in fact, that in conjunction with a career retrospective in 2013 at the Victoria & Albert Museum in London, Bowie issued a list of the one hundred books he considered the most important and influential. British music columnist John O'Connell linked this list to Bowie's prolific music. The result? A book called Bowie's Bookshelf out this month from Gallery Books.

William S. Burroughs first made the link between Bowie's lyrics and T. S. Eliot's poetry. In a Rolling Stone interview, Burroughs asked if Hunky Dory's "Eight Line Poem" had been influenced by Eliot's "The Hollow Men." Bowie's reply: "Never read him." But Bowie was definitely exposed to Eliot's influence. "Goodnight Ladies" on Transformer, the album Bowie produced for Lou Reed in 1972, is a riff on the end of the second section, "A Game of Chess," from Eliot's poem "The Waste Land." Eliot, for his part, is deliberately quoting Ophelia's "Good night, sweet ladies" speech from Hamlet. Eliot's method established a new protocol for artistic theft—the modern poet in dialogue with his or her predecessors. Bowie, too, was candid about how much he took from other artists. "You can't steal from a thief," he said when LCD Soundsystem's James Murphy admitted to stealing from Bowie's songs.
